从化市人民医院男科专家广州妇幼保健院网上预约National High-Tech Ramp;D Program,(863 Program)《高技术研究发展计划(863计划)纲要》Since the 1980s new tides of technical development have produced a huge influence on the human beings and evoked a profound revolution in economy, society, culture, politics, military, etc. at the whole world. In 1983 the ed States put forward the Strategic Defense Initiative (i. e. the Star Wars Initiative), then came the EURICA of Europe, the Comprehensive Outline of Science and Technology Progress in Year 2000 0f the member countries of the Council of Mutual Economic Assistance ( CMEA) at that time, the Policies for the Promotion of Science and Technology in the Next Ten Years of Japan, etc. , which are all strategic plans aimed at the 21st century.1980年代以来,科学技术迅速发展,对人类产生了巨大的影响,引起了经济、社会、文化、政治、军事等各方面深刻的变革。 In March 1986, in view of the impacts of competition in the fields of high technologies in the world on China, four scientists, Wang Daheng, Wang Ganchang, Yang Jiachi and Chen Fanyun, submitted a letter to the central government to suggest that China adopt appropriate countermeasures to trace the development of high technologies in the world. This letter received great attention of Mr. Deng Xiaoping, who gave the written instruction “Quick decision should be made on this matter without any delay”. In the following half year, the Program for Hi-Tech Research and Development ( called Program 863 for short) was issued after extensive and in-depth study by hundreds of Chinese scientists. Since then the development of research on high technologies has entered a new stage in China. Because the letter of the scientists and the written instructions were both put forward in March 1986, hence came the name of “863” for the magnificent program.1986年3月,王大珩、王淦昌、杨嘉墀、陈芳允四位老科学家联合向中央政府写了一封信,题为《关于跟踪世界战略性高科技发展的建议》,信中恳切地建议中国采取措施跟踪世界高科技发展,发展我国高技术的建议。 I arrived in Johannesburg to find it sunk in gloom — literally. The lights go out regularly, often for hours at a time. Eskom, the state-owned electricity company, compensates for its lack of investment with “load shedding” or power cuts. The darkness is tough on families, but on businesses too, and is a drag on investment and expansion. Economic growth is low and unemployment high. Beggars with cardboard signs plead with drivers as they stop at red lights. That is, when the lights are working; during power cuts they go dark. After falling for five years, murders rose in 2013-14 for the second consecutive year, to more than 17,000. Jacob Zuma, the president, sneered in May at opposition members of parliament who demanded that he pay back taxpayers’ funds spent on his private residence at Nkandla. Although a report by the public prosecutor last year recommended that Mr Zuma return some of the money, a police investigation said that upgrades at the residence were security necessities. They included a swimming pool that could be used to put out fires. But amid the malaise, I saw three reasons to be cheerful. 3 Speech in South Africa is free and ferocious. An MP debating the government’s decision to allow Omar al-Bashir, the Sudanese president, to leave South Africa in spite of an arrest warrant from the International Criminal Court and a local court order, called the ruling African National Congress “a lawless regime” in a debate broadcast live on television. Journalists assail Mr Zuma and his government. “Where is the ANC’s leadership? Too many have given up and are looting as much as they can while the going is good,” the columnist Justice Malala wrote in The Times, a local newspaper. South African press freedom faces threats. Parliament passed the Protection of State Information Bill, with severe punishments for leaking or possessing a wide range of information. But Mr Zuma has not yet signed it. Journalists I spoke to thought he was wary of the law being challenged in the Constitutional Court, which brings me to the second reason to be cheerful:南非媒体自由面临威胁。 The judiciary remains resolutely independent. There have been persistent fears that South Africa’s judges would be forced to bend to the will of the government. It hasn’t happened. Even Mr Zuma’s new appointments, selected from a list submitted to him by the Judicial Service Commission, have dispelled fears that they would do his bidding. The Mail amp; Guardian, a critic of South African malpractice, called Mogoeng Mogoeng, a controversial appointment as chief justice, “the ‘puppet’ who tore off his strings”. The paper said of Mr Mogoeng: “He was widely expected to be President Jacob Zuma’s lackey, but he has since proved some detractors wrong.” The government does not enjoy this judicial independence. Blade Nzimande, the higher education minister, accused some judges of “deliberately overreaching”. It is also disturbing that the government ignored the Pretoria high court’s order that it detain Mr Bashir. The court responded by asking prosecutors to consider charging the government and added: “A court is the guardian of justice, the cornerstone of a democratic system based on the rule of law. If the state...搠漀攀猀 not abide by court orders, the democratic edifice will crumble stone by stone until it collapses and chaos ensues.” Independent judges are helping to keep that chaos at bay. So are ordinary people, whose projects are the third reason to be cheerful. I was in Johannesburg to chair a symposium last week on corporate longevity, part of a year-long Financial Times investigation into why some companies live for centuries while most die within a few years or, at most, decades. There were several old companies at the event, but there were new ones too. There was Ezlyn Barends, whom I interviewed on stage, a young businesswomen and leader of two mentoring organisations. There were others who came up to me afterwards to discuss their business ventures. In downtown Johannesburg, once seemingly abandoned to squatters and crime, entrepreneurs are restoring apartments and running restaurants, markets, galleries and cinemas. These places are filled with relaxed, racially mixed crowds, busily proving that a country is more than its government. /201507/386033Dozens of scientists, entrepreneurs and investors involved in the field of artificial intelligence, including Stephen Hawking and Elon Musk, have signed an open letter warning that greater focus is needed on its safety and social benefits. (Elon Musk)。The letter and an accompanying paper from the Future of Life Institute, which suggests research priorities for “robust and beneficial” artificial intelligence, come amid growing nervousness about the impact on jobs or even humanity’s long-term survival from machines whose intelligence and capabilities could exceed those of the people who created them. “Because of the great potential of AI, it is important to research how to reap its benefits while avoiding potential pitfalls,” the FLI’s letter says. “Our AI systems must do what we want them to do.” The FLI was founded last year by volunteers including Jaan Tallinn, a co-founder of Skype, to stimulate research into “optimistic visions of the future” and to “mitigate existential risks facing humanity”, with a focus on those arising from the development of human-level artificial intelligence.FLI去年由包括Skype联合创始人让#8226;塔林(Jaan Tallinn)在内的志愿者创立。 Mr Musk, the co-founder of SpaceX and Tesla, who sits on the FLI’s scientific advisory board alongside actor Morgan Freeman and cosmologist Stephen Hawking, has said that he believes uncontrolled artificial intelligence is “potentially more dangerous than nukes”.SpaceX和特斯拉(Tesla)的共同创始人马斯克、著名演员根#8226;弗里曼(Morgan Freeman)以及宇宙学家史蒂芬#8226;霍金都是FLI科学顾问委员会的委员。 Other signatories to the FLI’s letter include Luke Muehlhauser, executive director of Machine Intelligence Research Institute, Frank Wilczek, professor of physics at the Massachusetts Institute of Technology and a Nobel laureate, and the entrepreneurs behind artificial intelligence companies DeepMind and Vicarious, as well as several employees at Google, IBM and Microsoft. Rather than fear-mongering, the letter is careful to highlight both the positive and negative effects of artificial intelligence. “There is now a broad consensus that AI research is progressing steadily, and that its impact on society is likely to increase,” the letter s. “The potential benefits are huge, since everything that civilisation has to offer is a product of human intelligence; we cannot predict what we might achieve when this intelligence is magnified by the tools AI may provide, but the eradication of disease and poverty are not unfathomable.” Benefits from artificial intelligence research that are aly coming into use include speech and image recognition, and self-driving vehicles. Some in Silicon Valley have estimated that more than 150 start-ups are working on artificial intelligence today. As the field draws in more investment and entrepreneurs and companies such as Google eye huge rewards from creating computers that can think for themselves, the FLI warns that greater focus on the social ramifications would be “timely”, drawing not only on computer science but economics, law and IT security.

He died in his tenure of office, and it was his friend who helped publish the book in the 12th year of the reign of Emperor Chongzhen, i.e.in 1639.The book is divid-ed into 60 volumes, including the agriculture-oriented thought, land policy, water conservancy, farm tools, arboriculture, sericulture, animal husbandry, relief poliaes and the like. Besides summarizing his experiences of succeeding in growing crops and cot-ton, he went into details about water conservanolt and relief policies. He studied the lean years in the Chinese history, even delving into the concrete situations of the ill locust plagues which ever happened in China. The most effective way of putting an end to the lean years, he believed, was to establish the water conservancy projects on a large scale. In the Northwest, as he instantiated his point, instead of delivering grain from Southeast with great efforts, people should learn to reclaim the wasteland and establish the water conservancy projects on a large scale, turning Northwest into a major grain yielding area. A great num-ber of reference books written before or at the time were recorded h Non,gzheng Quanshu ,and the understandings and perspectives of the author presented. It was a great agricultural work of special importance in the Ming Dynasty.《农政全书》由晚明徐光启( 1562~1633)著。
